Critically Examine the Reasons why Development NGO's became Increasingly Popular with International Donors

They are becoming increasingly bureaucratic and therefore losing their flexibility which they were admired for. Concern is also rising about to who NGO's are answerable to and the objectives are shifting away from their serving their beneficiaries to accounting to their donors who ever they may be.
