WHAT IS A DEMOCRACY?
A democracy is a form of government, a way of life, a goal or ideal and a political philosophy, ie. a democratic form of government.
Abraham Lincoln described it by saying "a government of the people, by the people, for the people."
It literally means rule by the people.

Territory is not a state, thus it is only able to rely on an unwritten constitution, an unwritten fundamental body of rules. The only forseeable alternative is anarchy.
Overall Australia itself can be considered a federal state as it has a guarantee for independence and rights that are anchored in the Constitution. The national Parliament can disolve the Legislative Council of any state or territory as written in Section 109 of the Constititution (the inconsistency rule).
