The costs saved in medical costs, judicial-system costs and jail costs alone are more then enough reason to implement this policy which has the basic setup already in place with the only major change the ability to issue driver's licenses with a "DUI Offender" mark. This plan, coupled with stricter penalties for DUI convictions will lead to a brighter and safer America.
