Socrates attempts to reveal what makes actions right and makes them wrong. Either something is right because God commands it, or God commands it because it is right. I think that if something is right because God commands it, then justice is controlled by one person. For me, it makes more sense to believe that God commands something because it is right, although I am not sure whether I believe that entirely either.
