…war. This War Powers Act emphasises the difficulty of the two branches sharing power in responding to threats to the national security. The Executive tendency is too leave congress out of the decision making loop by failing to consult before taking action. The legislative response to this exclusion is often cautious and on the brink of timid as no congress member wishes to be seen as an obstacle to the presidents defence of national security.
