Although Gatsby loved Daisy, she didn't love him enough to leave her unhappy marriage, instead she chose to stick with Tom because he was who she felt most comfortable with. Therefore, even though Gatsby believed that Daisy was his true love, she is unable to love him enough to want to be with him.
