Responding to such charges, Truman set up the Loyalty Review Board in 1947 to investigate all federal employees. Congress also tried to crack down on communism. The anti-Communist crusade in congress was being led by the House Committee on Un-American Activities (HUAC). This committee was established in 1938 to investigate Anti-American propaganda.
