Marx had predicted that the unhappy working class would overthrow the capitalist government, as they were the getting shorthanded. However, this wasn't the case in Russia, as Russia lacked a large urban proletariat. 3. Lenin's economic policies changed because at first all the money was the state's money, capitalism was eliminated. However this and other factors, like the war, left the economy in ruins. In order to rebuild it, Lenin established the New Economy Plan, which allowed small business owners and peasants to make small profits. This got the economy moving again.
