…world is so great that it overrides any harm done by a small percentage of the others. The sign in New York still says "Give us your poor, your tired, your huddled masses, yearning to be free." To hold the freedom for just us would be greedy. They might not pay all their taxes, and they might be on welfare, but they are all striving to improve the economy, whether they know it or not.
