Positive and Negative Reinforcers

My ask the class question is in relation to operant conditioning by negative and positive reinforcements. Operant conditioning is the control of behavior through consequence. Consequences positive and negative help to regulate and control behavior. It is my understanding that consequences positive and negative are to be looked at as reinforcers. …that mean we should leave them caged as animals or could there be a way with positive reinforcers to change the way they function? I know that dangerous people need time away from society mainly for our safety but there are too many people who are losing there lives and time in there lives from the punishment of jail and the filthy conditions it offers. Did Skinner ever present an idea related to this topic?
