The Articles of Confederation were passed by Congress in 1777 during the revolutionary war. They were needed to form coordination among the colonies during the Revolution. …twelve out of thirteen states agreed to certain improvements that were necessary to preserve the general government. As James Madison defended the Constitution, many states saw the constitution as a positive step towards the future of America. All in all, document C emphasizes the idea that the delegates revised the Articles to the finest extent by creating the Constitution because even after 218 years the Constitution still governs the United States exclusive of a sudden change.
