Both countries were successful in bringing some level of assistance to those citizens in need through the administration of poor relief and self-help initiatives. It ought to be emphasized however, that in order for social workers to be more effective in meeting the needs of their clients, an educational foundation and the support of a unified professional body is critical when advocating for change.
