Hobbes and Lock had many of the same ideas but where Lock disagreed with Hobbes it was that Hobbes thought that government was necessary to control the basic nature of man, Lock felt that it was necessary for the preservation of property. On the other hand Mill believed in the higher order of the human spirit and thought that man should be allowed the freedom to become all that he can be.
